Barbara L. Shycoff, Managing Director, External Affairs
Barbara L. Shycoff was named Managing Director of OTS External Affairs in October 2007.
In her position, Ms. Shycoff provides strategic direction and oversight to the division responsible for congressional affairs, media relations, speechwriting, internal communications and external outreach.
Ms. Shycoff previously worked for OTS as Special Counsel in the Regulation and Legislation Division from January 2005 through March 2007. She left OTS to join America's Community Bankers as its Senior Vice President of Government Relations and Legislative Counsel.
Ms. Shycoff previously spent nine years at the American Express Company as Vice President of Government Affairs, including three years heading the Office of Privacy and Data Protection. She also spent five years as a committee counsel in the U.S. House of Representatives, first on the Committee on Banking, Finance and Urban Affairs, and then the Subcommittee on Financial Institutions.
Ms. Shycoff received a B.S. from Old Dominion University, a J.D. from The George Washington University School of Law and an LL.M. in Banking Law from the Boston University School of Law's Morin Center for Banking Law Studies.
Ms. Shycoff also serves as an arbitrator on the Court of Arbitration for Sport in Lausanne, Switzerland, which is empowered to hear disputes between athletes, anti-doping authorities, the Olympic Committees and other sports governing bodies.
