Introduction
The purpose of this document is to provide a description of program
activities funded during fiscal year 2001 under the Individuals with
Disabilities Education Act (IDEA), and administered by the Office of
Special Education Programs (OSEP). These include three formula grant
programs, totaling over $7.1 billion, that provide funds to States to
improve services for children and youth with disabilities. The remaining
activities, totaling $326 million, support grants awarded through
competition to universities, State and local educational agencies, and
other private and public profit and non-profit organizations, to conduct
research, training, technical assistance, and evaluation aimed at
supporting the implementation of IDEA. These discretionary programs are
the main focus of this document. Because of the large number of
discretionary grants supported each year under these programs (more than
1,000 in fiscal year 2001), it is not possible to describe each project
in this document. However, because grant awards are typically made under
a few priority areas, on a competitive basis, it is possible to present
information on each of these priorities that is representative of the
broad range of projects. For each competition that resulted in multiple
awards, only a few projects are described for illustrative purposes. An
