PHIN Vocabulary Access and Distribution system (VADS) is a web-based vocabulary server for browsing, searching, and downloading PHIN vocabularies (Value Sets, Code Systems and Concepts).

A code system is defined as a collection of codes with associated designations and meanings.
(e.g.LOINC, SNOMED-CT, ICD-9)
Code System Concepts
A code system concept is the name for an object or abstract idea used within a subject domain defined by the code system. Code System Concept refers to both the concept code and the name.
(e.g. "Bacillus Anthracis" is a SNOMED Concept and is identified using the concept code "21927003" within the SNOMED Code System.)
