NARUC Updates Obama Transition Team on State Action on Efficiency, "Green Jobs" Training, Weatherization
In response to a request from the Obama Administration Transition Team, the National Association of Regulatory Utility Commissioners gave an update on various energy efficiency, green jobs training, and weatherization programs implemented by State agencies, including the State regulatory commission members of the Association.
As the information demonstrates, State PSCs have been early and innovative leaders in promoting energy efficiency throughout the country. From developing “green collar” job training programs to plugging energy efficient building codes, State regulators are at the forefront of the "green" revolution.
The Obama team sought the information as they consider ways to jumpstart the economy and develop a comprehensive energy policy.

2008 NARUC Collections Survey Report
The 2008 NARUC Collections Survey Report is a national snapshot of regulated utility arrearages and terminations from October 2007 and May 2008, before and after the recent Winter heating season. Forty one States including the District of Columbia submitted data, which is collected from individual electric and gas utilities that are regulated by State Public Service Commissions. NARUC first started collecting this information in 2002, and participation has steadily increased from 16 States to 31 States in 2006.

The NARUC Gas Committee has released an updated edition of its Natural Gas Information "Toolkit" for the use of State Public Utility Commissions in addressing potentially volatile and high natural gas prices. The toolkit provides State commissions with options to consider that may help mitigate the effects of high natural gas prices on retail gas consumers, for the current winter season as well as for subsequent winters.

Speculation in the Natural Gas Market: What It Is and What It Isn't; When It's Good and When It's Bad
Ken Costello, Principal, National Regulatory Research Institute (NRRI), has authored a paper that serves as a tutorial on speculation in commodity markets and also addresses current issues and concerns about speculation in energy markets.
NRRI will host a teleseminar on Mr. Costello’s paper, moderated by Tennessee Regulatory Authority Director Eddie Roberson, Chair, NARUC Working Group on Speculation, with comments from Rafael Martinez, Senior Economist, Commodity Futures Trading Commission; a representative from the American Gas Association; and Commissioner Jeff Davis, Chairman, Missouri Public Service Commission.
