The National Institutes of Health (NIH) is pleased to announce the 
publication of "Proactive Compliance Site Visits 2000 - 2002: A 
Compendium of Findings and Observations"

During FY 2000, the NIH launched the Proactive Compliance Site Visit 
(PCSV) initiative to assess institutional understanding of Federal 
policies and regulations, to minimize or eliminate noncompliance, and 
to nurture a productive partnership between the NIH and its grantee 
institutions.  During the last three years, the Division of Grants 
Compliance and Oversight, Office of Policy for Extramural Research 
Administration, OER, NIH, completed twenty-six PCSVs and recently 
issued a newly updated compendium that summarizes the observations and 
comments from the NIH site visit team as well as institutional 
observations.  

The compendium is organized into two sections:  Introduction, and 
Subject Area Descriptions and Observations.  The first section 
provides: (1) background information; (2) a listing of participating 
institutions; (3) a description of the site visit process and format; 
(4) feedback from the participating institutions; and (5) general 
observations.  The second section provides specific information 
tailored to five different topic areas.  It is in the second section 
that a key feature, Examples of Compliance in Action, may be found, 
which describes practices observed during the site visits and examples 
of tools used at some institutions.
 
NIH is making this document available to the broader biomedical 
research community as an educational tool to promote awareness of and 
compliance with NIH policies.  As NIH conducts further PCSVs, 
additional information will be made available on the Grants Compliance 
and Oversight website.
