Habitat Conservation Division
implements statutory authorities and other programs to conserve and protect the habitats of marine and anadromous fishes within the States of Oregon, Washington, and Idaho, and in the Exclusive Economic Zone of the Pacific Ocean offshore of Oregon and Washington. These authorities are implemented most significantly under the Endangered Species Act (ESA) and the Magnuson-Stevens Fishery Conservation and Management Act, the Federal Power Act and the Fish and Wildlife Coordination Act as applied to ESA-listed salmon and steelhead.

This division establishes regional partnerships with land and resource managing entities to generate scientific information that forms the basis of programmatic strategies, agreements and technical comments on projects affecting river, estuary and ocean habitats. It develops policies and guidance on activities affecting habitat and related assurances of regulatory compliance. This division develops and completes all habitat-related ESA Section 7 consultations and Section 10 permits, and Magnuson-Stevens Fishery Conservation and Management Act essential fish habitat consultations. The Division also works with non-federal entities to develop ESA compliance plans under ESA section 4 limits and ESA section 6 agreements. The division works closely with Federal land managers to implement and monitor the effects of large scale land management plans such as the Northwest Forest Plan (Regional Ecosystem Office) and PACFISH/INFISH. 

Division staff members are in, or associated with, four offices: the Idaho State Habitat Office in Boise, the Oregon State Habitat Office in Portland, the Washington State Habitat Office in Lacey, and the Division Office in Portland that houses the Assistant Regional Administrator for Habitat Conservation.
