Federal And State Experts To Brief Local Officials On Disaster Reimbursement Process

Syracuse, NY -- Federal and State disaster experts will brief local officials on the Public Assistance program authorized by President Bush for 15 New York counties after a series of severe summer storms caused widespread flooding and spawned multiple tornadoes between July 21 and August 13, 2003.
"We are doing everything possible to expedite the disaster aid President Bush authorized to the affected communities," said Justo Hernández, federal coordinating officer for the Federal Emergency Management Agency's (FEMA) disaster recovery operation. "We encourage local officials to take advantage of this opportunity and learn about the steps they need to take to put their communities on the road to recovery."
President Bush's disaster designation, issued at the request of Governor George E. Pataki, allows local government entities and certain private non-profit organizations to recover costs for measures taken to save lives, ensure public health and safety, protect property, remove debris, and repair infrastructure. The federal government funds 75 percent of approved costs, the State of New York funds 12.5 percent, and the applicant is responsible for the remaining 12.5 percent.
"The briefings will give local officials the knowledge and tools they need to get their communities reimbursed for their disaster costs," said Edward F. Jacoby, Jr., State Coordinating Officer and director of the State Emergency Management Office. "Local officials should begin gathering their paperwork, contact their county emergency manager, and make plans to attend the briefing."
Wyoming, Madison and Sullivan counties were added this week to 12 others - Allegany, Cattaraugus, Chemung, Columbia, Delaware, Fulton, Livingston, Montgomery, Ontario, Schuyler, Steuben and Yates - designated for infrastructure assistance by President Bush on August 29, 2003.
On March 1, 2003, FEMA became part of the U.S. Department of Homeland Security. FEMA's continuing mission within the new department is to lead the effort to prepare the nation for all hazards and effectively manage federal response and recovery efforts following any national incident. FEMA also initiates proactive mitigation activities, trains first responders, and manages Citizens Corps, the National Flood Insurance Program and the U. S. Fire Administration.

- Take the New York State Thruway to Exit 34 (Canastota exit). After the toll booth, you will come to a stop light, take a left (Route 13 South/South Peterboro Street). At the 3rd stop light in the Village (Intersection of Route 5), go straight thru the light. The name of the road changes to Oxbow Road. Follow this road thru the Village of Morrisville (Route 20 Morrisville). Take a right on a Swamp Road. The Highway Garage is ½ mile on the left hand side.

- Take the New York State Thruway South to Exit 19 (Route 209 towards Ellenville). Continue into Ellenville to traffic light with Fleet Bank on the corner. Take a right onto Route 52 towards Woodbourne. Continue into Woodbourne and bear left at the "Y" in the road onto Route 42 Fallsburg. Continue through Fallsburg into Monticello until traffic light at High Street (Stewart shop on right before turn). Take right onto High Street and continue to end of street passing Government Center on the left. At the end of High Street, the road T's." Take right at "T." Continue ¼ mile and take left at Cellular One building and Tilly's Diner and gas station on left. Take left at traffic light and continue down to 17B West. Past raceway (about 3 miles) to airport sign, take right. Shortly after, take right onto Airport road to Control center. Classroom building to left of Control center.
