In the fall of 1990, U.S. Representative Buyer was called to active duty on three days notice to participate in OPERATION DESERT SHIELD/DESERT STORM. As an Operational Law Judge Advocate, Buyer provided legal advice to forward-deployed service units in the combat zone. He also provided advice to the Western Enemy Prisoner of War Camp regarding the Geneva Convention related to the treatment of POW's and refugees.
