PAYMENTS TO STATES (Resource Advisory Committee - RAC)

The Secure Rural Schools and Community Self-Determination Act of 2000 (Payment To States) expired on September 30, 2006.  Although several bills have been introduced to reauthorize the Act, none have been passed. The sixth and final year of funding authorized under the original Act was 2006, with those funds expected to be received in December 2006.  Project proposals submitted in July 2006 will expend all remaining funds, hence there will be no call for project proposals unless the Act is reauthorized. 

What's New

P.L. 110-28, the Iraq Accountability Appropriations Act of 2007, was signed into law by President Bush on May 25, 2007. The Act contains a provision that provides for payments under the Secure Rural Schools and Community Self-Determination Act of 2000 for FY 2007 and extends provisions of Title II and Title III of the Act for one more year. This means that RACs are now able to meet through September 30, 2007 to recommend new projects.

The emergency supplemental authorizes that payments shall be made from any revenues, fees, penalties, or miscellaneous receipts not to exceed $100 million. In addition, $425 million will be made available until December 31, 2007 to cover any shortfall for payments made under this authorization from any funds not otherwise appropriated. Accordingly, payments to States and BLM counties for FY 2007 may not exceed $525 million.

In June 2007 the Siskiyou County Board of Supervisors passed a budget that did not allocate any funds for Title II of the Act - which funds RAC projects. Therefore there will be no funding available in 2008, hence no call for project submissions. However the RAC will continue to meet monthly to monitor projects.

GRANTS

The Rural Community Assistance Program on the Klamath National Forest provides assistance to rural communities located in or near the Forest that have become economically disadvantaged due to public land management decisions. The program supports these communities in their community planning and economic diversification efforts through technical and financial assistance.

The Forest provides grants to eligible communities, counties, tribes, and not-for-profit organizations in three different grant programs. All grants are awarded on a competitive basis. For further information, Sheri Akkerman, phone (530) 841-4407, e-mail sakkerman@fs.fed.us.
