The Emergency Response Guidebook (ERG2008) was developed jointly by the US Department of Transportation, Transport Canada, and the Secretariat of Communications and Transportation of Mexico (SCT) for use by firefighters, police, and other emergency services personnel who may be the first to arrive at the scene of a transportation incident involving a hazardous material. It is primarily a guide to aid first responders in (1) quickly identifying the specific or generic classification of the material(s) involved in the incident, and (2) protecting themselves and the general public during this initial response phase of the incident. The ERG is updated every three to four years to accommodate new products and technology. The next version is scheduled for 2012.

DOT's goal is to place one ERG2008 in each emergency service vehicle, nationwide, through distribution to state and local public safety authorities. To date, nearly eleven million copies have been distributed without charge to the emergency response community. Copies are made available free of charge to public emergency responders through State Coordinators (refer to the menu on the right) in the United States of America. Copies are also available commercially through the GPO Bookstore and other commercial vendors.

System Requirements

To install and run ERG 2008 Mobile you need the following:

  • Pocket PC 2003 (version 4.x) or later device (includes Windows Mobile 2003 and Windows Mobile 5.0 and above)
  • A device with 64MB or more of RAM is recommended, though a 32 MB device is adequate
  • Approximately 6 MB of storage memory, either on the device or on an expansion card, for ERG Mobile and the Microsoft .NET Compact Framework
  • Approximately 5 MB of program memory to run the ERG Mobile application
  • A personal computer, on which is installed the required device synchronization software. On Windows XP, Microsoft ActiveSync 4 or later is required. On Windows Vista, Windows Mobile Device Center is required and is already part of Vista, but it must be upgraded to version 6 or later. For the latest versions of either, go to http://www.microsoft.com/windowsmobile/activesync/default.mspx.

To determine the version of your device's operating system, select Start > Settings, select the System tab, and then select About.

To determine the amount of memory on your device, from the same System tab, select Memory, and then the Main tab.  If your device has an expansion card, you can go to the Storage Card tab to determine its free space.

Attention phone users: ERG Mobile is supported on Pocket PC phones, but is NOT supported on Smartphones. If you use a stylus to interface with the PDA on your phone, it is a Pocket PC, and ERG Mobile will run on it; this includes Palm Treo's running Windows Mobile. Smartphones (such as the Motorola Q and the Samsung BlackJack) do not have a touch screen and are not supported (the ERG Mobile setup program will allow installation to a smartphone, but the application will not work). HOWEVER, smartphone users CAN download and install the National Library of Medicine's WISER program, which includes the same functionality found in ERG Mobile 2008 for Pocket PC; see http://wiser.nlm.nih.gov/.

Installation

If a previous version of the ERG 2008 Mobile for Pocket PC is already installed, see the Upgrade Instructions section below.

The ERG Mobile installation consists of two parts: installation to your desktop/laptop PC (documentation and files required by ActiveSync), and installation to your Pocket PC device.  After the PC portion of the installation, Microsoft ActiveSync (or Windows Mobile Device Center) will install ERG Mobile on your Pocket PC device.  If your device is not in its cradle, then the ERG Mobile installation will continue the next time your device is cradled.

Quick-Start Instructions

  1. Cradle your device.
  2. Download the setup program (ERG_PocketPC_Setup.exe) to your PC and run it.
  3. The PC files, including this README, will be installed.
  4. The Pocket PC setup program will start and install ERG 2008 Mobile for Pocket PC onto your device.
  5. Select the default location on the device, or select an alternative location (e.g., a storage card).
  6. Upon completion of the installation, run ERG 2008 Mobile by selecting the icon of the same name in Start > Programs.

Detailed Instructions

  1. Download to your PC the ERG_PocketPC_Setup.exe setup program from the DOT website and run it (double-click it). This installs the ERG Mobile documentation to your PC, as well as the files that Microsoft ActiveSync requires for installation to the device.  By default, these files are located under the folder "C:\Program Files\DOT ERG 2008 Mobile\PocketPC", and consist of:

    C:\Program Files

         \PocketPC
            README.rtf (this file)
              \DeviceInstallerFiles (files used by ActiveSync)


  2. When the desktop installation completes, the Pocket PC installation is launched.  This will install the following:
    1. system dependencies: Microsoft .NET CF (Compact Framework) 2.0
    2. ERG 2008 Mobile for Pocket PC application and database files
  3. If the .NET Compact Framework is already installed on your device, you will first receive a prompt on your PC: "Microsoft .NET CF 2.0 is already installed. Do you want to proceed with the re-install/upgrade?" Answering "yes" is recommended to ensure that you have the latest version (for example, new service packs may be included).

The remaining details of the installation depend on whether you have a Windows Mobile 5.0 (or later) or Pocket PC 2003 device.

Regardless, upon completion of the installation, run ERG 2008 Mobile by selecting the icon of the same name in Start > Programs.

Windows Mobile 5.0

After completion of the PC portion of the installation, respond to any prompts presented on you Pocket PC device:

  1. If you elected to re-install/upgrade the Microsoft .NET CF, a prompt will be presented indicating that the existing version will be removed before the new one is installed.  Select "OK".
  2. If your device has a storage card, you will be prompted on the device to choose a location (Device or Card) to install each of the following:
    1. Microsoft .NET CF 2.0 – install this to the device
    2. ERG 2008 Mobile for Pocket PC – note that optimum performance will be realized by installing to the device
  3. An unknown publisher warning for the "DOT ERG 2008 Mobile for Pocket PC.CAB" may be presented. Answer "Yes".
  4. You may be prompted to restart the device.

ERG Mobile is installed under the folder "\Program Files\ERG 2008 Mobile" on either the device or storage card, depending on what was selected for the destination.

Pocket PC 2003

  1. A dialog will appear on your PC asking if you want to "Install ERG 2008 Mobile for Pocket PC and other pending applications using the default application install directory?"  By default, ERG Mobile application files and database will be installed in your device's main memory at "\Program Files\ERG 2008 Mobile". If space on your device is limited, you may need to consider placing ERG Mobile on an expansion card instead, if your device is so equipped. Note that optimum performance will be realized by installing to main memory.
    1. Answer "Yes" to continue installation to the default location if your device meets the memory requirements, OR
    2. Answer "No". A "Select Destination Media" dialog is presented with a list of options. The default option will be "Main Memory", and an indication of the amount of required and available space will be provided. If your device has an expansion card, it will be included as an option in this list, typically as "Storage Card". Select the desired option and then press OK. On a storage card, ERG Mobile is installed under a folder "\DOT ERG 2008 Mobile for Pocket PC"
  2. The Pocket PC installer will proceed to download ERG Mobile and its dependencies to your device.
  3. At completion of the download, an "Application Downloading Complete" dialog will be displayed on your PC and present the following message: "Please check your device for any additional operations that must be performed on the device to complete installation."  This is an indication that your device may be presenting additional dialogs to complete the installation. In particular, on some devices the installation of the Microsoft .NET Compact Framework may result in a Confirm File Replace dialog that displays messages similar to the following: "The file '\Windows\mscoree.dll' is hidden, read-only, or a system file. Would you like to replace the existing file?" Answer this with the "Yes To All" option ("Yes" can also be selected, but this dialog may repeat for several other files.)

Upgrade Instructions

Note that the 2004 and 2008 versions of ERG Mobile are separate applications; if the 2004 version is already installed, it will remain installed even after installing ERG 2008 Mobile. To uninstall the 2004 version, see the Uninstalling section below.

An upgrade is performed the same as a normal installation, but with the following considerations. Note that user settings (preferences and saved searches) will be retained.

  1. Before attempting to install the new version of ERG Mobile, determine if your existing version is running on your Pocket PC device, and if so, stop it.  This can be quickly achieved by simply performing a "soft reset" of your device (save any unsaved data first).  Or, ERG Mobile can be explicitly shut down as follows:
    1. On your device, select Settings from the Start menu
    2. Select the "System" tab
    3. Tap "Memory"
    4. Select the "Running Programs" tab
    5. If "ERG 2008 Mobile" appears in the "Running Program List", select it, and then tap the "Stop" button
  2. During the installation of the new version of ERG Mobile, you will see dialogs on your PC displaying the following notifications. In each case, select "Yes", including for the Microsoft .NET CF 2.0 component, since the installation may include updates to it.
  • "ERG 2008 Mobile for Pocket PC is already installed. Do you want to proceed with the re-install/upgrade?"

  • "Microsoft .NET CF 2.0 is already installed. Do you want to proceed with the re-install/upgrade?"

 

  1. Windows Mobile 5.0 devices: for both the Microsoft .NET CF and ERG Mobile, dialogs will be present indicating that the previous version will be removed before the new one is installed.  Select "OK".
  2. Pocket PC 2003 devices: If there is not enough space on the device, this will be indicated on the Select Destination Media dialog by the Space Available and Space Required values. Press OK, and a "Not Enough Space on Device dialog" will be presented.  Select OK to indicate that you want to continue anyway.  The calculation of available space does not, unfortunately, account for the fact that the previous version of ERG Mobile will be removed, and thus that space is available. Therefore, continuation of the installation should be okay.
  3. As with a normal install, if the device displays prompts asking if files should be overwritten, answer "Yes to All".

Uninstalling

Desktop Uninstall

The desktop portion of the ERG Mobile installation can be uninstalled from your PC via the Control Panel's Add/Remove Programs option. Select the ERG 2008 Mobile "for Pocket PC" entry in the list of programs, and press its remove button.

Pocket PC Uninstall

There are two ways to uninstall ERG Mobile from your Pocket PC:

  1. On the device, go to Start > Settings > System > Remove Programs. Select "ERG 2008 Mobile for Pocket PC" from the list of programs, and then select Remove.
  2. If your device is cradled with an ActiveSync connection, open ActiveSync and select Tools > Add/Remove Programs. A dialog listing the applications on your device is displayed. Find "ERG 2008 Mobile for Pocket PC" and clear the checkbox.

ERG Mobile's third party dependency, "Microsoft .NET CF 2.0", can be uninstalled in the same way IF you are sure that it is not needed by other applications on your device.

Known Issues

ERG Mobile was designed for the standard Pocket PC display, that is, a rectangular, portrait-oriented display (240x320 resolution, or a 480x640 VGA). It will adjust for alternate screen sizes (e.g., square) and orientations (landscape), though certain parts of the interface will require scrolling of the screen that would not otherwise be required.

System Requirements

A personal computer with Windows 98 or later (Windows 98; Windows 98 Second Edition; Windows ME; Windows 2000 Service Pack 3; Windows Server 2003; Windows XP Service Pack 2, Windows Vista)

Note that ERG Mobile is only tested on Windows XP and Vista.

At least 6 MB of hard disk space is required; more will be required if the Microsoft .NET Framework must be installed.

ERG Mobile is dependent on the Microsoft .NET Framework v2.0. The ERG Mobile setup program will install this system dependency automatically if it detects it does not already exist on your computer. Its installation requires administrative privileges and 500 MB of hard disk space.

Installation

To install ERG 2008 Mobile for Windows, simply execute the setup program, ERG_Windows_Setup.exe, and follow the instructions.

If the Microsoft .NET Framework dependency indicated above is not detected on the target computer, it will be automatically installed. If the ERG Mobile setup was downloaded (as opposed to a CD distribution), then it will first automatically download the .NET Framework if necessary.

If the .NET Framework dependency gets installed, it is HIGHLY RECOMMENDED that you verify you have the latest updates for it by running Windows Update (http://update.microsoft.com). In particular, service pack and security updates may be available.

NOTE WELL:

If the Microsoft .NET Framework needs to be downloaded, be aware that it is large (over 23 MB), and thus the download may take some time, as will its installation.

Upgrades

If a previous version of ERG 2008 Mobile already exists on your PC, it will be automatically upgraded during the installation of the new version.

However, note that the 2004 and 2008 versions of ERG Mobile are separate applications; if ERG 2004 Mobile is already installed, it will remain installed even after installing ERG 2008 Mobile. To uninstall ERG 2004 Mobile, see the Uninstalling section below.

Uninstalling

Uninstall ERG Mobile using Add/Remove Programs in the Windows Control Panel.

Note that ERG Mobile may have resulted in the installation of the Microsoft .NET Framework v2.0. It is recommended that this not be uninstalled unless you are sure no other programs depend on it.

Known Issues

ERG Mobile will not display properly unless the normal (default) setting is used for the DPI (Windows XP) or font size (Windows 2000) option. If the right and bottom edges of windows are being cut off, then verify this setting as follows:

  1. In an open area of your Windows desktop, right-click and select Properties from the resulting pop-up menu.
  2. Select the Settings tab.
  3. Press the Advanced button.
  4. Windows XP: you should see a "DPI setting" drop-down list. The "Normal size" option must be selected for ERG Mobile to display properly. Windows 2000: you should see a "Font Size" drop-down list. The "Small Font" option must be selected for ERG Mobile to display properly.
