General: J. Trenholm welcomed D. Sirk back from her detail. He also thanked all the members for supporting him during his 2-year reign as Co-Chair. Items Not Related to Change Requests: Co-Chairperson Selection. D. Sirk identified the difficulty the ASAG was having in determining who the next Co-Chair would be. J. Trenholm’s current term is over. In order to make it fair, the 11 non-ARA ASAG member names were put into a "hat" to draw from.
J. Trenholm drew LORNA JOHN, AGC as his replacement. She was not present and therefore is not official until D. Sirk gets to talk with her. If there are legal concerns, J. Trenholm stated he had a recommended replacement which he would provide D. Sirk if necessary. ACTION: (1) D. Sirk talk with L. John about her selection and if necessary get with J. Trenholm reference his recommended replacement. (2) D. Sirk notify ASAG of final decision once known. IPLT Feedback. J. Trenholm stated the IPLT meetings since the last ASAG have been canceled. The LMP is to be briefed to the IPLT mid-March when Marty Phillips is in attendance as he is sponsoring it. Terminal Business Unit (TBU). J. Trenholm discussed the impact of TBU and other business units in relation to how Product Teams (PTs) will be organized. He stated the business unit structure will require the PTs to be modified from their current configuration. He mentioned this to ensure the ASAG members were aware of this. The modification will affect how the AMS is implemented in the future, and ultimately ASAG change reviews. J. Trenholm also mentioned the Enroute Business Unit is expected to be functional six months after the TBU. Change Requests: 01-28, Spectrum Management. Ray DeCerchio, ASU-120 and Dan O’Rear, ASR-200 presented the change. They stated the change adds policy to AMS which establishes Spectrum Management as a critical functional discipline. This change will align FAA Order 6050.19E with AMS and ultimately the intent is to completely incorporate the substance of the Order into AMS. This is the first step in that process and they would like to see it happen. The ASAG members requested a copy of the Order. R. DeCerchio and D. O’Rear said they would like to get the policy in place, then provide guidance to enhance the policy, and adjust required documents such as the ASP, IPP, RD, etc. It was asked who the target audience of the change is. D. O’Rear stated mostly the IPTs and IRTs. However, he acknowledged the regions and budget personnel working with the Mission Analysis and Investment Analysis for a program could be users. Two comments were identified to improve the change, one to reference or link to the actual paragraph in OMB Circular A-11 instead of to the Circular in general. The other refers to the fact that CNS is not the only organization who deal with spectrum management, the references need to be made more generic. This change refers to OMB Circular A-11 which led to a discussion on linking in FAST to OMB Circulars and/or specific paragraphs within OMB Circulars. It was identified this would be beneficial and would be looked into. ACTION: (1) R. DeCerchio and/or D. O’Rear provide J. Long either an electronic copy of FAA Order 6050.19E or the web address where it can be found. (2) J. Long forward the Order on to the ASAG and give them a comment due date for the change two weeks after the date of forwarding the Order. Future Meeting Schedule:
