Training and Decontamination Equipment Storage Facility, Paris, Illinois (December 2006)
The Edgar County Emergency Services & Disaster Agency has received FEMA funding for the construction of a Training and Decontamination Equipment Storage (TDES) Facility in Paris, Illinois. Construction of the proposed TDES Facility will provide the necessary decontamination equipment storage space and classrooms for emergency personnel training to protect the citizens of Paris and people in the surrounding rural area who live and work in the immediate vicinity of the Newport Chemical Depot. In accordance with the National Environmental Policy Act (NEPA) and its implementing regulations, FEMA must fully understand and consider the environmental consequences of actions proposed for federal funding. The purpose of this draft Environmental Assessment (EA) is to meet FEMA’s responsibilities under NEPA and to determine whether to prepare a Finding of No Significant Impact (FONSI) or an Environment Impact Statement (EIS) for the proposed project.
