Severe storms and flooding occurred on September 10 and 11, 2000, in Michigan, leading FEMA to issue a federal Disaster declaration. Under this declaration, Oakland and Wayne Counties became eligible for Individual Assistance. The purpose of this Environmental Assessment is to meet FEMA's responsibilities under NEPA and determine whether to prepare a Finding of No Significant Impact (FONSI) or an Environmental Impact Statement (EIS) for the proposed project.
