Final Programmatic Environmental Assessment, Devils Lake Region, North Dakota

This Programmatic Environmental Assessment (PEA) evaluates typical actions undertaken by FEMA to implement the Public Assistance (PA) Program to provide disaster relief to North Dakota counties as a result of historic and anticipated future flooding caused by rising water levels in the Devils Lake Basin. This PEA provides the public and decision-makers with the information required to understand and evaluate the potential environmental consequences of these actions and to consider these impacts in decision making. The purpose of this PEA is to help fulfill FEMA’s mandate under the PA Program to expeditiously provide disaster relief by expediting the environmental review process. FEMA will use this PEA to determine the level of environmental analysis and documentation required under the National Environmental Protection Act (NEPA).
