Changes to Letters of Intent for Merit Review/Investigator Initiated Research (IIR)
Effective October 5, 2004
Please note that effective immediately, the following changes apply to
Letters of Intent for Merit Review/Investigator Initiated Research (IIR) in
the four research services:
Biomedical Laboratory R&D Service (BLR&D) and Clinical Science R&D Service
(CSR&D):
Effective Oct. 5, 2004
* For biomedical and clinical merit review submissions, the
requirement to submit an LOI is rescinded.
* BLR&D and CSR&D are reverting back to the notification of intent
process inherent in PROMISE. The first submission deadline this change will
affect is the March 15, 2005 proposal deadline.
* Please note that this change applies only to Merit Review proposals
-- LOIs will continue to be required for the Merit Review Entry Program
(MREP) and the Career Development Program. LOIs will also be required prior
to submission of any Merit Review proposal that exceeds the budget limits.
* The Cooperative Studies Program (CSP) will continue to use a
separate submission process as in the past.

Health Services R&D Service (HSR&D):
Effective Oct. 5, 2004
* For health services IIR submissions, the requirement to submit an
LOI is rescinded effective immediately -- Investigators planning to submit
IIR proposals for the December 15 deadline are not required to submit an
LOI.
* Please note that this change for HSR&D applies only to IIR
submissions.

Rehabilitation R&D Service (RR&D):
Effective Oct. 5, 2004
* For rehabiliation Merit Review submissions, investigators will
continue to be required to submit an LOI for the April and October
deadlines. LOIs are applicable only for one merit review round, i.e., the
proposal deadline immediately following LOI submission.

ORD-Wide Nursing Research Initiative (NRI) -- administered by HSR&D:
Effective Oct. 5, 2004
* For NRI submissions, the LOI requirement is rescinded effective
immediately.
