Final Programmatic Environmental Assessment for HMGP Exception for the States of Louisiana and Mississippi

FEMA has requested and received a waiver from the Executive Office of the President/Office of Management and Budget allowing FEMA to develop a framework for implementing a limited exception to Federal program requirements (HMGP Exception) that would allow certain hazard mitigation actions initiated without prior FEMA approval before the effective date of such a HMGP Exception, and implemented in the course of repair activities on structures and facilities (as defined in the Stafford Act) damaged by the disasters in Louisiana and Mississippi, to become eligible for grant consideration. The costs of such actions, if determined to meet all other Federal requirements, could then count towards the State’s non-Federal match requirements under HMGP or, in some cases, could be partially reimbursed.
