Agreements & Reports

Existing preseason agreements, reports and priority dispatch lists (if applicable) are available here due to the decommissioning of EaTIS and the legacy EERA database in September 2008.

Best Value Award / Priority Dispatch

Competitive Preseason Incident Blanket Purchase Agreements (I-BPAs) are awarded using a best value award process and the Choosing by Advantages methodology to determine the dispatch priority. Non-competitive agreements (formerly known as EERAs) have been awarded both preseason and at-incident; but do not follow a best value dispatch order.

Performance Evaluation

All contractor performance evaluations will be recorded in the National Institute of Health (NIH) Contractor Performance System (CPS) as required by Forest Service Acquisition Regulation (FSAR) 4G42.1503. A paper copy of the CPS Standard Contractor Performance Report shall be completed at the incident for all contract equipment and submitted to the Contracting Officer who signed the agreement. All highlighted blocks on the form must be completed with a narrative statement supporting each of the rating criteria.
