December 27, 2002: Conflict of Interest Workshop

A workshop on conflict of interest was held on the NIH campus on September 30, 2002. Participants included representatives from a wide range of academic institutions and the Federal Government. Issues of both individual and institutional conflict of interest were discussed. Information on the workshop is available in MS Word or a PDF format and is posted on the OER Conflict of Interest page.

November 20, 2002: Change in URL for Updated Online Course on Human Participant Protections: Education for Research Teams

An updated version of the online continuing education course, Human Participant Protections, is now available. Please note the new URL for the course at http://cme.cancer.gov/clinicaltrials/learning/humanparticipant-protections.asp. This free, Web-based course provides information about the rights and welfare of human participants in research. Using interactive modules, updated case studies, exercises and tests, it satisfies the NIH requirements for obtaining federal research funds. Continuing medical education (CME) credit or contact hours are awarded.

October 30, 2002: Revised PHS 416-1, PHS 416-9, and Related Forms Now Available

The revised Application for a Ruth L. Kirschstein Individual National Research Service Award (PHS 416-1) and Progress Report for Continuation Support (PHS 416-9) and related forms (PHS 416-5, 416-7, 6031, 6031-1) are now available and will be accepted immediately. August 7, 2002: Change in PHS Policy on Humane Care and Use of Laboratory Animals

The NIH is changing the PHS Policy on Humane Care and Use of Laboratory Animals to permit institutions with PHS Animal Welfare Assurances to submit verification of Institutional Animal Care and Use Committee approval for competing applications subsequent to peer review but prior to award. The change is announced in the August 7, 2002 Federal Register. The Federal Register Notice is available in html format or pdf format.

The NIH has had a longstanding interest in objectivity in research and financial conflict of interest. We have initiated a new Conflict of Interest web site to provide information on this important topic. We will continue to add to and update this web site. June 28, 2002: Updated PHS 2590 and PHS 398 Instructions

PHS 2590 instructions have been updated to clarify instructions for research involving human subjects and reporting formats for inclusion of women and minorities in non-competing reports. The updates are marked in purple to make them more easily identifiable. In addition, PHS 398 instructions have been updated to clarify instructions for research involving human subjects and for "Other Support" on Research Career Awards. The updates are marked in purple to make them more easily identifiable. The PHS 398 Form, Replacement of RCA Substitute Format Page 3, has been updated to clarify placement of Other Support. May 28, 2002: Compliance With the NIH Guidelines for Research Involving Recombinant DNA Molecules

In the May 28, 2002 NIH Guide Notice, NIH reminds the research community of the need to comply with the NIH Guidelines for Research Involving Recombinant DNA Molecules which stipulate biosafety and containment measures for research involving recombinant DNA research and delineate additional requirements for human gene transfer studies. The Notice also highlights recent changes to the safety reporting requirements associated with human gene transfer studies and the important roles and responsibilities of the Institutional Biosafety Committee (IBC) in the local review of recombinant DNA research. The safety reporting provisions of the NIH Guidelines can be found at: http://www4.od.nih.gov/oba/rac/guidelines_02/Appendix_M.htm#_Toc7255842. April 5, 2002: Revised PHS 2271 Now Available

The revised "Statement of Appointment Form" (PDF) (PHS 2271, Rev. 5/01) is now available and will be accepted immediately. For appointments beginning on or after June 1, 2002, the new form is required. Use of the previous version (Rev. 4/98) will be permitted for appointments that begin on or before May 31, 2002. The revised instructions and form are available on the NIH Forms and Applications Page. Also, see the April 5, 2002 NIH Guide Notice for further information on this form.

March 28, 2002: NIH Proposes Just-in-Time for IACUC Review

In a March 28, 2002 Federal Register notice (67 FR 14956), the NIH is proposing to change the PHS Policy on Humane Care and Use of Laboratory Animals to permit institutions with PHS Animal Welfare Assurances to submit verification of Institutional Animal Care and Use Committee (IACUC) approval for competing applications subsequent to peer review but prior to award.

Comments on the proposal are encouraged and should be sent to the contact person listed in the Federal Register notice. The Federal Register notice is available in html or pdf format.

March 15, 2002: NIH Announces Statement on Certificates of Confidentiality

Certificates of Confidentiality are issued by the National Institutes of Health (NIH) to protect identifiable research information from forced disclosure in any civil, criminal, administrative, legislative, or other proceeding, whether at the federal, state, or local level. Certificates constitute an important tool to protect the privacy of research study participants. Thus, NIH would like to encourage their appropriate use. NIH is making information widely available to investigators working on sensitive biomedical, behavioral, clinical or other types of research at the Certificate Kiosk at http://grants.nih.gov/grants/policy/coc/index.htm. March 15, 2002: Points to Consider When Planning a Genetic Study that Involves Members of Named Populations

NIH supports and encourages community consultation in many research areas and believes that investigators planning genetic research projects involving members of named populations should consider whether and how the community should be consulted. This document describes what is meant by community consultation, situations in which community consultation should be considered, the benefits for researchers and for communities of engaging in this process, and practical examples of how to plan a community consultation. March 1, 2002: NIH Draft Statement on Sharing Research Data - Comments Due by June 1, 2002

NIH is developing a new statement on sharing research data that will expect and support the timely release and sharing of final research data from NIH-supported studies for use by other researchers. Investigators submitting an NIH application will be required to include a plan for data sharing or to state why data sharing is not possible. This is an extension of NIH policy on sharing research resources. Comments must be received no later than June 1, 2002. February 14, 2002: Public Briefing - NIH eRA Small Business Funding Opportunities

As stated in NOT-RR-02-007 and RFA-RR-02-004, on March 4, 2002, a briefing by NIH staff developing the NIH eRA system (IMPAC II and the Commons) will be held from 10:00am to 5:00pm at the NIH in Room 1202, 6700B Rockledge Drive, Rockville, MD. The purposes of this briefing will be to (1) provide up-to-date information on the status of and plans for the Commons and (2) answer questions that potential applicants may have. January 8, 2002: Clinical and Pediatric Loan Repayment Applications Due By February 28, 2002

The National Institutes of Health (NIH) announces the availability of educational loan repayment under the NIH Extramural Loan Repayment Program for Clinical Researchers (LRP-CR) and for Pediatric Researchers (PR-LRP). Both the LRP-CR and The PR-LRP provide for the repayment of the educational loan debt of qualified health professionals who agree to conduct clinical or pediatric research. These programs will repay up to $35,000 of the principal and interest of the educational loans of extramural grantees or awardees for each year of obligated service. These programs are described in announcements that appeared in the January 11, 2002 issue of the NIH Guide for Grants and Contracts, which is available at http://grants.nih.gov/grants/guide/2002/02.01.11/index.html. Information regarding applications, eligibility requirements and benefits for the programs may be obtained via the LRP website at http://www.lrp.nih.gov. Applications must be received electronically by February 28, 2002.
