JOHN MANFREDA TO HEAD
ALCOHOL AND TOBACCO TAX AND TRADE BUREAU


Washington, D.C. - Treasury Secretary John Snow has announced the appointment of John Manfreda to head the Alcohol and Tobacco Tax and Trade Bureau (TTB). As Administrator for TTB, Mr. Manfreda will be responsible for enforcing Federal tax and other laws governing the production and sale of alcohol and tobacco products. In that capacity he will direct the development of regulations, rulings, and regulatory interpretations, the approval of product labels, and the implementation of field audit and investigative programs relating to alcohol and tobacco. Mr. Manfreda will oversee the maintenance of the permit systems under the Federal Alcohol Administration Act and the Internal Revenue Code, and the collection of more than $14 billion in alcohol and tobacco excise taxes. Mr. Manfreda, who is currently TTB's Deputy Administrator, takes over the reins from Arthur J.Libertucci who retires on January 3, 2005.

Prior to becoming Deputy Administrator for TTB in January of 2003, Mr. Manfreda was Chief Counsel for the Bureau of Alcohol, Tobacco and Firearms (ATF). Mr. Manfreda was with the ATF Office of Chief Counsel for 33 years where he held various positions of authority starting as a staff attorney and ending with his position as the Chief Counsel.

Mr. Manfreda is a graduate of the American University Law School, where he earned his Juris Doctorate degree. Mr. Manfreda also earned a Master's degree in Tax Law from Georgetown Law School. He did his undergraduate study at the University of Maryland, where he majored in business finance and economics. He is married, has three children and three grandchildren.
