TTB Announces Paperless Label Approvals

Washington - The Alcohol and Tobacco Tax and Trade Bureau (TTB) announced the establishment of an electronic filing system for use by industry members and third party filers to file Certificate of Label Approvals (COLAs). The new web-based system, known as COLAs Online, will allow for paperless processing of many of the more than 90,000 COLAs received by TTB each year.

While the filing of COLAs electronically will be optional and paper copies will still be accepted, it is the objective of COLAs Online to provide industry members with a streamlined, more expedient and paperless means of obtaining a COLA from TTB's Advertising, Labeling and Formulation Division (ALFD). The system allows industry members to submit COLAs to ALFD via the Internet, as well as provide a way for ALFD to review the application electronically. Submitted applications are electronically approved, returned for correction, or rejected. The system also provides an online capability for industry members to obtain the status on electronically filed forms and allows the public to view approved COLAs, including the electronically filed labels.

TTB Administrator Arthur Libertucci said, "We are excited about the development of this new electronic filing system because it not only represents the work of a lot of dedicated people over the last two years, but it is in keeping with our commitment to provide quality customer service while reducing the amount of paperwork of our customers."

Access to the COLAs Online system may be achieved by visiting the Alcohol and Tobacco Tax and Trade Web site at www.ttb.gov. The site contains all of the instructions and forms necessary to become a registered COLAs Online user.
