Formulating, preparing and presenting the preliminary budget for the IHS appropriation based on general budget instructions issued by the Office of the Assistant Secretary for Budget, Technology and Finance (ASBTF), HHS.

Formulate and prepare the formal budget requests to HHS and the OMB based on general instructions received from HHS and OMB. Prepare the President's Budget schedules in MAXX for the IHS appropriations as required by OMB Circular A-11. Prepare supporting health budget exhibits required by OMB Circular A-11 and any other additional information requested in support of the budget.

Formulate and prepare the Justification of Appropriation Estimates for Committee on Appropriations for the IHS appropriation. This budget is used by the Subcommittees (House and Senate) of the Committee on Appropriations to review the IHS request for appropriations.

Prepares and coordinates the answers to questions for use by witnesses at Congressional hearings. Coordinate the collection and dissemination of responses to Q&A's from field and IHS program offices for the submission/presentation to Subcommittees of the Committee on Appropriations. Coordinate the preparation of effect of congressional action statements, impact statements, and reprogramming requests.

We review congressional reports and newly enacted legislation and prepare charts displaying funds allowed by the appropriations committees.

We coordinate and prepare the materials for the Annual IHS/Tribal/Urban National Budget Worksession, Secretary Budget Council Meeting, and Annual Budget and Evaluation Meeting.

We compile and organize budgetary information for use by IHS principal witnesses at Departmental, OMB, and Congressional briefings on IHS appropriations.

We attend and participate in program briefings with the Department and OMB staffers on IHS appropriations.

We provide technical assistance at national Tribal budget meetings. We provide advice to IHS program officials and managers on all aspects of IHS budget requirements or requests. Develop and recommend policy and procedures pertaining to IHS budget formulation and presentation. We consult with program managers and policy officials to determine the nature of any changes that are desired in the upcoming budget, as well as inform managers about the budget outlook.
