Forest Service funds available for special forest projects

ROSEBURG, OR – January 9, 2009 – The public is invited to submit applications for natural resource projects funded by Title II dollars from the Secure Rural Schools and Community Self-Determination Act. Projects must benefit the land and resources of the Umpqua National Forest and rural economies of Lane, Douglas, and Jackson counties.

Applications are due to the Umpqua National Forest electronically or hardcopy by February 2nd. Applicants may include individuals, non-profit organizations, organized groups and local governments.

Applicants are encouraged to coordinate their projects with the local Forest Service district ranger before submittal. Funding typically ranges from $5,000 to $150,000.

The 15-member, volunteer Rogue-Umpqua Resource Advisory Committee will review proposed Title II projects on March 10 and 11 in Medford. They will then recommend to the Forest Supervisor which projects should be funded. Fifty percent of the funds must be spent on roads or watershed restoration.

By law, projects must be on or benefit National Forest lands, such as enhancing forest ecosystems, restoring land health and water quality, or improving the maintenance of existing facilities within the national forest. Proposals vary from culvert replacement to help fish passage to youth-oriented outdoor recreation and conservation education work, mountain weather data collection, road, trail and watershed restoration and increased cooperative law enforcement patrols.

Originally enacted by Congress in 2000, then reenacted and modified in 2008, the Secure Rural Schools Act provides payments to local counties as compensation for the impact of reduced tax revenue from large federal land acreages within their boundaries. The law guarantees funding for schools and roads while providing monies that can be devoted to natural resource-related improvement projects that benefit lands within the national forest boundaries.
