This design (book torch, and laurel wreath) is from an architectural detail in the Thomas Jefferson Building of the Library of Congress. Jefferson's personal library formed the core of the present Library of Congress. His passionate statement about books ("I cannot live without books") appears on the front of this circular bookmark; it was expressed in 1815 to his friend John Adams.
