CARES Decision
BIG SPRING, TX VA Medical Center
This concludes the Capital Asset Realignment for Enhanced Services (CARES) Business Plan Study for Big Spring. The Secretary has reviewed the CARES study contractor’s Stage 1 report and the recommendations of the Local Advisory Panel (LAP) and concluded that inpatient services shall remain at the Big Spring VA Medical Center. The contractor’s Stage 1 Final Report does not recommend the closure and transfer of inpatient care, stating the Big Spring facility is in good condition, quality is excellent and change would result in no improvements to access that would justify the capital expenditure for a new facility in Midland Odessa. Consistent with the VHA Mental Health Strategic Plan, VA also will consider expanding mental health services within VHA’s strategic planning process. The May 2004 CARES Decision Document required “a study of the feasibility of closing inpatient care and transferring inpatient services from the Big Spring VAMC to the Odessa-Midland area.”
