MB1: Budget Execution Division

The Budget Execution Division is responsible for all current year budget activities. It monitors the utilization of resources, advises on resource alternatives and identifies the management impact of resource allocation among the Financial Management Centers (FMCs). It serves as liaison between the NOAA Budget Office and Finance Office divisions and the FMCs; develops NMFS apportionment requests and manages allowance of funds into NMFS and then out to the FMCs; ensures Budget Operating Plans are in place for current year funds; and analyzes variances between plans and actual expenditures; identifies need for reprogramming, supplemental appropriations, and carry-over of funds as necessary; carries out rescission of funds as directed by Congress; is responsible for tracking current year funds; prepares internal Budget Status Reports; provides accounting system support as requested by FMCs; monitors reimbursable funding and agreements and is responsible for tracking FTE.

The Division examines the fiscal year budget and determines the appropriations given to the NMFS programs for grants and cooperative agreements, and supports the analysis and documentation of the grants programs.
