Before the 2nd World War started, the U.S. Department of Agriculture suggested that civilians plant "Victory Gardens" to grow fresh vegetables. Two years later, Americans had responded by cultivating 20 million such gardens that produced 8 million tons - half of all the fresh vegetables grown in the USA. The Victory Gardens helped Americans feel they were making a real contribution to the War effort as they alleviated some of the burden of rationing. Meat, sugar and other commodities were rationed by the Federal government.
