Stephen R. Smith

Stephen R. SmithStephen R. Smith has served as senior advisor to Elizabeth M. Duke, Ph.D., Administrator of the U.S. Department of Health and Human Services' Health Resources and Services Administration (HRSA) since March 2001.

HRSA works to fill in the health care gaps for people who live outside the economic and medical mainstream. The agency uses its $7 billion annual budget (FY 2007) to expand access to quality health care for all Americans through an array of grants to state and local governments, health care providers and health professions training programs.

As senior advisor to the administrator of HRSA, Mr. Smith assists in all aspects of agency management, including policy development, program administration, organizational development, staff development and budgeting. He coordinates HRSA’s oral health programs and fosters collaborations to improve access to oral health care for underserved populations. He also coordinates mental health, behavioral health and substance abuse treatment aspects of HRSA programs and works with partners and grantees to expand the availability and quality of those services. To communicate and advance HRSA’s mission, he represents the administrator and the agency in many settings. He recently served for over a year as the Acting Chief Financial Officer for HRSA.

Prior to joining HRSA, Smith worked at the Administration for Children and Families (ACF) in a number of management positions from 1980-2001, most recently as director of ACF's Office of Financial Services, managing grant operations, fiscal policy and budget operations. As director, he led the establishment of federal financial management policies and procedures for ACF's $16 billion Temporary Assistance for Needy Families program.

Smith earned a bachelor's degree in psychology from Catholic University in Washington, D.C.
