Commissioner Moeller's statement on NOI for FERC financial forms
"I am pleased to support the Commission's decision to open an official inquiry into
the question of whether we need to modify the reporting requirements for some of
our more commonly used financial forms such as FERC Forms Nos. 1 and 2. During
the past few months, I had the opportunity to meet with many groups, particularly
gas producers and other pipeline customers who have expressed frustration with
quality of information contained in the annual Form 2 reports. Since many parties
rely on this information as the primary source for evaluating the adequacy of costbased
rates, it is important for us to examine whether improvements can be made to
these financial forms.
Ultimately, this is an issue of good government and the Commission fulfilling its
oversight responsibility to collect information that is both meaningful and useful to
the industry, its customers, and the regulators. Today's inquiry poses a number of
questions to which we seek responses and encourage all interested parties to
comment on our Inquiry and share your thoughts and concerns."
