Homeland Security Threat Level: YELLOW (ELEVATED).

Significant National Weather

West:
The storm moving out of the Rockies will continue to produce rain showers and snow in higher elevations.  The precipitation will also slide into northern Utah, the Colorado Rockies and lower elevations of Wyoming. Gusty winds are again forecast across interior regions of the West.  Temperatures will range from the 30s in the northern Rockies to just over 100 in the lower Colorado River Valley and southwest Arizona.
Midwest:
The storm moving out of the Rockies will produce precipitation and severe thunderstorms across the upper Midwest.  The additional precipitation will exacerbate flooding in the Missouri, Upper Mississippi, and Ohio River Basins.  Precipitation is forecast for most of the region with the heaviest accumulations (up to an inch an a half) from the Dakotas, Minnesota, Iowa and Wisconsin.  Severe weather is forecast for an area from south central Kansas to the Upper Peninsula of Michigan. These thunderstorms could produce tornadoes, heavy precipitation and localized flash flooding.  High temperatures will range from the 50s in North Dakota and northern Minnesota to the 90s in southwest Kansas.
South:
The tail end of the front moving off the East Coast will produce showers and thunderstorms across most of the Region. However, areas west of the Mississippi will be dry with southwesterly winds.  High temperatures will still be above seasonal averages ranging from 80s in the east to near 100 in west Texas.
Northeast:
High pressure riding into the Region will result in mostly dry conditions except for a few scattered thunderstorms near the Canadian border.  The passage of the cold front will result in cooler temperatures with highs ranging from the 70s in northern New England to near 90 in Virginia. Midwest Severe Weather/Flooding

FEMA Region V RRCC:
Activated at Level II, 24/7 operations.
ESFs 1, 3, 6, 8, 10, 11, 15, Defense Coordinating Element (DCE) and Geospatial Intelligence (GIS) activated.
Regional IMAT on scene in Indiana.
IA PDAs in Wisconsin to begin June 11, 2008.
Indiana:
JFO for FEMA-1766-IN to stand up in Indianapolis (date undetermined at this time).
FEMA State Liaison, US Army Corps of Engineers (USACE), and Coast Guard located at EOC.
29 Counties have declared State of Emergencies of 44 Counties affected.
Numerous Levees and dams causing major concern.
6 shelters open, 153 occupants.
Federal Assistance needs will continue.
Minnesota
The Governor has declared a State of Emergency and requested PDAs for Fillmore and Houston Counties.
Illinois
EOC not activated
6 Counties under State Emergency Declaration.
3,000 sandbags used to raise Indian Grave Levee.
York in Clark County is accessible via watercraft only.
3 levee breaks along the Embarras and Wabash Rivers.
Wisconsin:
EOC fully activated 24/7 operations.
30 counties under State Emergency Declaration.
3 shelters open, 24 occupants.
WI Department of Natural Resources (DNR) monitoring dams; dozens have been overtopped, several breached into agricultural areas.
DNR, IN Army National Guard (ARNG) and State Patrol conducting flyovers.
Preparing for PDAs.
NWS predicting 1 - 4 inches of rain in western counties, with unknown impacts.
State/local governments handling situations currently; no requests for Federal Assistance at this time. (Region V)
FEMA Region VI RRCC:
Conducting normal operations.
AR and OK EOCs conducting normal operations.
OK requested PA PDAs in 10 counties; to begin June 11, 2008.
FEMA Region VII RRCC:
Activated at Level II through June 12, 2008, with extended hours through the weekend.
Iowa:
Flooding along Cedar River in Mason City.
7 shelters open, unknown number of occupants.
800 people evacuated.
The bridge west of Boone, IA crossing Hwy 30 is closed.
Mason City requests more potable water; FEMA HQ Logistics contacted.
4 IA and PA PDAs requested.
Mission Assignments given for ESFs 2, 3, 10, 14, Economic Development Administration and AmeriCorps.
FEMA HQ Logistics reports water request sources through General Services Administration (GSA) in St. Louis, MO for a total of 10 trucks/180,000 liters, with five (5) trucks to be delivered everyday for the next five days.
Five-plus (5+) truckloads of water to be sourced locally at Macon City Wal-Mart.
Kansas:
PDAs in 31 counties for PA and 1 for IA began June 9, 2008, with a possible future 50-60 counties add on.
Rains and localized flooding in the Fort Leavenworth area and southeast KS, with concerns of localized flooding throughout the state.
No evacuations and no shelters open.
SCO is anticipating a declaration. (Region VI)

FEMA Region VIII RRCC:
Level III Watch
State Support Team (SST) onsite in Pierre, SD.

South Dakota
State conducting county assessments:

  •  11 PA Teams assessing 32 counties; five IA Teams assessing nine counties.

American Red Cross (ARC):
Operations ongoing in all affected states.
No requests for Federal Assistance.

Other Federal Agencies:
Ohio River Forecast Center:
Ten (10) inches of rain has fallen in Indiana with 1 - 2 ½ inches additional forecast.
On June 13, 2008, one plus inches of rain is forecast in the OH River Valley.
Major flooding occurring in Lower Wabash/White Rivers.
Whiter River has been crested for the past three (3) days; cresting for Wabash the week of June 16, 2008.

Department of Transportation (DOT):
ESF 1 staffed at FEMA Region V RRCC.
Roistering personnel to JFOs in WI and IN.
IL:  US 20, I-55, I-80 closed, along with a number of State routes.

  • US 20 Bridge hit by three (3) barges; pier affected.

WI:  US 151 and approximately 36 State roads closed.
IN:  US 50, I-65 and 10 State roads closed.
IA:  US 30, US 18, I-330 and a number of State roads closed.

  • Union Pacific at reduced pace after closing; water has reached railroad ties and covered rock ballasts in some areas.

No significant aviation impacts.

USACE:
Flood Protection System in Cedar Falls, IA (population approximately 30,000), could be overtopped.
USACE has issued 69 pumps in total at this time.
Health and Human Services (HHS):
Mission Assignments with FEMA Region V RRCC, JFO in IN and ESF-8 at FEMA Region VIII RRCC.
In FEMA Region V, IN hospitals with critical care patients transported by helicopter out of flood areas, where possible.
No Mission Assignments received from State of IN.
USCG:
Air station in Traverse City, MI forward deployed and has on standby two (2) helicopters and two (2) crews; conducting overflights and may be released to return to home base.
9th District on site at FEMA Region V RRCC.

Joint Director of Military Support (JDOMS):
Monitoring situation, no requests for Title X DoD support.
A P3 Orion may be assigned to IN.
National Guard Bureau (NGB):
Monitoring situation; five (5) missions in NE, IA, WV, WI and IN.

  • Indiana:  1,301 personnel conducting several mission types, along with planning for debris removal.
  • JET Team assigned to JDOMS at Joint Force Headquarters-IN (JFHQ-IN).
  • West Virginia:  96 personnel assigned to debris removal.
  • 324 loads (679 tons) removed; mission continuing.
  • Iowa:  19 personnel for bridge security, plus two (2) assigned to Joint Operations Center (JOC).
  • Wisconsin:  RC-26 providing real-time imager for damage assessments; adds on to IN.
  • Nebraska:  Damage assessments continue for tornado/flood activity.

US Northern Command (USNORTHCOM)/J4:
Warning Order (WARNORD) for Federal Assistance issued.
12 Helicopters (8 Utility, light-medium lift; 4 Utility, medium-heavy lift) conducting operations.
One (1) P-3 Orion aircraft conducting operations.
National Infrastructure Coordinating Center (NICC):
Energy sector reports no national/regional electrical grid issues.
Natural Gas sector reports localized outages, but no pipeline issues.
Water sector reports 35,000 residents with no water in IN, and no timeframe for restoration.

Fire Management Assistance Grant (FMAG)

FMAG-2770-CA was issued for the Ophir Fire near Palermo, California. The  Fire has burned more than 2,000 acres and there have been 500 mandatory evacuations with 500 residences, 30 businesses, 1 school threatened.  The Fire is 10 percent contained.  There is no estimated date for full containment. Wildfire Update

California,  Orland Fire
Local Responsibility Area (LRA) fire located near SR 32 west of Road N, Willows, Glenn County,
The fire is currently 250 acres with zero containment.  4 structures have been damaged.
There are 20 units committed and an additional 2 strike teams have been ordered.
The American Red Cross has established a shelter at the Willows Fairgrounds, Willows. It is unknown how many residences have been evacuated at this time.
The California Highway Patrol is assisting with road closures in the area.
The Glenn County Emergency Operation Center (EOC) has been activated along with the OES Inland Region Emergency Operation Center (REOC) and the OES State Operation Center (SOC).
Willows is in the northern part of the central valley along I-5 (US Forest Service, CA OES and CA Dept of Forestry and Fire Protection)
