Abstract The first chapter takes a broad look at the general situation in the industry following the extensive changes that have occurred in inland navigation throughout the world since the 1968 meeting 16 years ago. It is based on often sketchy and incomplete information and therefore sets out to highlight certain major features rather than afford a comprehensive and accurate picture of the situation as it is today. In drawing attention to the principal developments in this field, it attempts to shed some light on their social repercussions. The second chapter looks at working and social conditions and identifies the main aspects of general working conditions and the efforts being made to improve them. It goes on to discuss certain social implications, the protection of young workers, legal protection, and the problem of repatriation. Chapter 3 examines certain occupational safety and health aspects connected with the application of new technologies, and Chapter 4 recapitulates the main points covered in the report and suggests points for discussion. During its discussions, the Committee may in formulating its conclusions wish to bear in mind the widely differing situations to which they should be applicable, and that any measure it proposes will need to be feasible throughout the world, on major and minor inland waterways and on various types and sizes of inland waterway vessels.
