Abstract The article discusses prescriptive, performance and predictive specifications. Prescriptive specification reduces the risk of poor performance, and performance specification can be a valuable complement to a prescriptive one. Predictive specification is based on scientific understanding and is a result of the continued strenghtening of the materials science base of technology combined with computer simulation of the behavior of cementitious systems. Continued research in all specification types is desirable. The desired improvements and the research to achieve such results must be promoted. This paper suggests ways of improving the existing portland cement specifications which are related to minimum strength levels, strength uniformity, and improvement of compound composition calculations.
