Background

The OSRWG was established in concept in the summer of 1997 and held its first meeting in December 1997. A core team was established with representatives from FAA Headquarters organizations with oceanic responsibilities. An extended or full team that includes regional and center personnel meets to address specific initiatives as needed.

Mission

The mission of the OSRWG is to consider and recommend changes to oceanic separation standards and other improvements to oceanic safety, efficiency and capacity. This supports the FAA Flight Plan Goals of Greater Capacity, Increased Safety and International Leadership.

Methodology

The OSRWG is a collegial forum for the exchange of information and discussion of related issues. The Manager, Oceanic and Offshore Operations Group, AJE-32, facilitates the regularly scheduled meetings. The OSRWG uses the best FAA and international practices to develop and plan for changes to oceanic separation standards, and effect coordination.

The OSRWG focuses on separation and efficiency initiatives that support FAA goals and plans. These initiatives originate from FAA, industry and international sources.

The OSRWG prioritizes separation and efficiency initiatives to take full advantage of the resources available to the Core Team members and to meet the needs of the user community. The OSRWG Core Team determines priorities by using operational judgment to assess the feasibility and expected benefits of separation and efficiency initiatives. The Core Team members coordinate initiative priorities with FAA management and work to reflect coordinated priorities in FAA plans.

Coordination

A significant function of the OSRWG is to effect coordination both internally and externally. Internal coordination within their respective lines of business, including management, is the responsibility of each member of the Working Group. Internal coordination includes coordination between OSRWG members.

External to FAA, coordination is affected and information exchanged with International Civil Aviation Organization (ICAO) Regional Planning Groups/Subgroups/Task Forces, technical panels, other bilateral and multilateral international groups and industry.
