Judge Bobbie J. McCartney

Judge Bobbie J. McCartney graduated magna cum laude from Lamar University in Beaumont, Texas, obtained her Doctor of Jurisprudence (JD) from the University of Houston, and holds a Master of Law (LLM) from Southern Methodist University (SMU). She has also attended classes at the Universities of Oxford and London. She is a member of the Texas and Colorado Bars and has been admitted to practice before numerous state and federal courts including the United States Supreme Court, the Federal Circuit Court of Appeals, and the Fifth Circuit Court of Appeals.

Judge McCartney has extensive and diverse litigation experience before numerous state and federal courts, as well as before a number of administrative tribunals including the Occupational Safety and Health Review Commission (OSHRC), the Federal Mine Safety and Health Review Commission (FMSHRC), the Federal Labor Relations Authority (FLRA), the Merit Systems Protection Board (MSBP) and the Equal Employment Opportunity Commission (EEOC). Judge McCartney also has extensive and diverse experience in contract and settlement negotiations, mediation, arbitration, and other forms of alternative dispute resolution. Judge McCartney has been presented the American Arbitration Association Award for her accomplishments in this area.

Prior to joining FERC, Judge McCartney served as a trial attorney with the United States Department of Labor's Office of the Solicitor in Dallas, Texas from 1979 to 1988, and from 1988 to 1994 served in that office as a supervisory trial attorney in her capacity as Counsel for Employment Standards Administration. Judge McCartney received her appointment as a United States Administrative Law Judge with the Office of Hearings and Appeals (OHA), Social Security Administration, in July 1994. In December of 1995 she was appointed Acting Hearing Office Chief of the Billings, Montana Hearing Office of OHA and in October of 1996 she was appointed Hearing Office Chief of the New Orleans, Louisiana Hearing Office. From August of 1997 until accepting her current position with FERC, Judge McCartney served as the Deputy Chief Administrative Law Judge of the Office of Hearings and Appeals (OHA) where she shared full responsibilities with the Chief Administrative Law Judge for managing the nationwide operation of the highly complex and sensitive hearings system of OHA, formulating overall, nationwide policies for providing objective and impartial hearings for claimants and provider-of-services institutions dissatisfied with determinations made by other SSA components.
