Abstract The California Partners for Advanced Transit and Highways Program (PATH ) has been leading the way in ITS (Intelligent Transportation Systems) research since PATHs founding in 1986, before the term ITS or its predecessor IVHS (Intelligent Vehicle Highway Systems) had even been coined. PATHs purpose is to develop the foundations for the widespread adoption of advanced technologies that will help improve the operation of Californias surface transportation systems. In order to develop these foundations, PATH needs to identify impediments to progress, both technical and institutional, and develop strategies for overcoming those impediments. The PATH charter includes conducting leading-edge research, evaluating operational tests, developing public/private/academic partnerships, and educating both students and practitioners about ITS. However, it does not extend as far as deployment or operation of systems, which remain the responsibilities of the Caltrans district office operations and the relevant local agencies. 60 p.
