Abstract To coordinate all relevant Federal agencies, the International Crime Control Strategy (ICCS) was developed. The ICCS is intended to provide a framework for integrating all facets for the Federal response to the direct and immediate threat international crime presents to the national security interests of the United States. The purpose of this Maritime Security Report to serve as a concept paper toward development of such a subsidiary strategy, one specifically tailored to address international crime on port and cargo security. The concepts in this report are a synthesis of the goals, objective, programs, and initiatives of the ICCS. This report is intended to advance on the purpose of the ICCS. The elements of a subsidiary strategy proposed in this report include a goal to substantially improve port and cargo security in international maritime trade corridors. Supporting the goal and objectives are basic principles, four approaches, and examples of best practices for accomplishing a strategy. References. 27 p.
