| Abstract |
The Cabarrus South Rowan area was designated an Urbanized Area by the U.S. Bureau of Census in 1980. Because of this designation, the Cabarrus South Rowan area formed a Metropolitan Planning Organization (MPO). MPO's represent areas greater than 50,000 in populations; North Carolina has 17 MPO's throughout the State. With this new designation came the responsibility of adhering to federal continuing planning requirements. Furthermore, a Memorandum of Understanding (MOU) was executed between the Cities of Concord and Kannapolis; the Towns of
China Grove, Landis, and Harrisburg; the County of Cabarrus and the southern portion of Rowan County; and the North Carolina Department of Transportation (NCDOT) in January 1980. There memorandum delineated responsibilities in maintaining the continuing planning process and established a Technical Coordinating Committee (TCC) with the responsibility for general review, guidance, and coordination of the continuing planning process. A Transportation Advisory Committee (TAC), comprised of representatives of the elected boards, was also
