Abstract	The Highway Performance Monitoring System is a Branch of the Office of Travel Forecasting and Analysis in the Division of Transportation System Information located in the headquarters building at the Department of Transportation. The Highway Performance Monitoring System (HPMS) is a federally mandated inventory system and planning tool, designed to assess the nations highway system. HPMS is used as a management tool by State & Federal governments and local agencies to analyze the systems length, condition, and performance.
