The Polk Transportation Planning Organization (TPO) serves as the metropolitan planning organization, or principal transportation planning agency, for the entire county. It is comprised of a 17-member board of local elected officials, staff and various advisory committees, and is responsible for the implementation of the federal urban transportation planning process in Polk County. Staff support is provided by the Transportation Department of the Polk County Board of County Commissioners. Its member local governments include the Polk County Board of County Commissioners and the Cities of Auburndale, Bartow, Haines City, Lakeland, Lake Wales, and Winter Haven. Other public agencies and entities, such as the City of Lake Alfred, the Central Florida Regional Planning Council, and the Florida Departments of Community Affairs (DCA), Environmental Protection (DEP), and Transportation (FDOT), are also represented on its advisory committees. The Polk Transportation Planning Organization (TPO) is the regional, multi-jurisdictional agency tasked with transportation planning and programming for the expenditure of state and federal (non-local) transportation funds in Polk County. It provides technical assistance to local governments regarding transportation planning issues and is responsible for the development of several work products, including an annual Unified Planning Work Program (UPWP), annual transportation project priorities and five-year Transportation Improvement Program (TIP), which is developed cooperatively with the Florida Department of Transportation (FDOT), and a Long-Range Transportation Plan (LRTP). However, projects are funded and implemented by other agencies, such as the FDOT, local governments, and local transit and aviation service providers. The TPO is a member of Florida's Metropolitan Planning Organization Advisory Council (MPOAC) whose national counterpart is the Association of Metropolitan Planning Organizations (AMPO). |
