During the Western Hemisphere Migratory Bird Conference, non-governmental organizations and other observing participants were invited to introduce themselves and the organizations they represented, and to discuss tools their organizations currently offer that address priority conservation needs identified at the Conference by the government wildlife agency heads.

The contributions from these groups, and other stakeholder groups not present at the Conference, formed the basis for this Draft Tool Matrix, a document matching prioritized wildlife conservation needs to existing tools available to address these needs.

Since this Draft Tool Matrix was developed after the 2003 Conference, it has continued to grow as more groups offer conservation tools, and as additional tools are created to fill the gaps identified in the Tool Matrix. In order to organize this information in a more user-friendly and searchable format, we have partnered with the Rainforest Alliance to create a migratory species section in their popular Eco-Index. We urge you to continue your participation in the Tool Matrix by sharing and updating information about each of your migratory species conservation and management initiatives through the Eco-Index Migratory Species page.
