Filing Guidelines Pursuant to the PUHCA of 2005
(18 C.F.R. § 366.4(c))
These notifications should be submitted using the Commission's electronic eFiling system. Do not include Notifications of Holding Company Status (FERC-65) with these filings. The document you submit should include PH08-____-000 in the caption or heading of the document. A Form of Notice for publication in the Federal Register and diskette are no longer required for this filing type.
During the eFiling submission process:
- Select filing type FERC Form 65A-Exemption Notification or FERC Form 65B – Waiver Notifications, as appropriate for your submission [there is no “form” for FERC-65A and 65B; these are merely reporting designations].
- The eFiling system currently prompts you for a docket number, even though we will assign a new “PH” docket to your filing. On the Select Docket screen, enter PH08 in the docket number search block and select PH08-1-000 from the results. The Notice of Acceptance email will contain the new docket number.
- Before you attach the notification file, make sure that the file names are less than 25 characters and do not contain spaces or special characters.
- On the Submission Description screen, you may edit the default description to more fully describe your submission for the eLibrary index.
If you’re unable to file electronically, then submit an original and 14 paper copies to:

The U.S Postal Service scans all documents addressed to the Commission with a heat-treatment process that delays receipt and makes pages brittle. Please use express mail or courier delivery services for paper filing.
