INTEGRATED EMERGENCY MANAGEMENT COURSE NATIONAL RESPONSE FRAMEWORK (NRF) THE EMERGENCY MANAGEMENT INSTITUTE, EMMITSBURG, MARYLAND COURSE INTENT The recent release of the National Response Framework (NRF) provides a unique training opportunity for emergency management professionals at all levels of government. A new Integrated Emergency Management Course (IEMC) is now being developed to introduce the NRF and to reinforce the understanding of the roles and relationships among Federal, State, Tribal, and local emergency management organizations as well as the private sector and nongovernmental agencies. The course will emphasize the requirement for all emergency management stakeholders to operate in an integrated, collaborative environment when responding to any incident. The intent is to conduct these courses in State Emergency Operations Centers throughout the country using existing resources, communications, and information technology. Participants from diverse Federal and State emergency management disciplines as well as other partner organizations will benefit from platform instruction given by national experts coupled with reinforcing table top and functional exercises. These tailored exercises will be designed in coordination with each State and attempt to replicate the realistic challenges that stimulate the State and Federal decision-making process and introduce long term solutions to resolve those challenges to benefit a more effective, i.e., integrated and collaborative, response. Instruction will address the latest updates to the National Response Framework (NRF), the National Incident Management System (NIMS) and emergency planning guidance. Other instruction will address the key topical areas such as State Hazards, Situational Analysis, Common Operating Picture, the Emergency Management Assistance Compact (EMAC) and the procedures and protocols for supplying and acquiring NIMS-typed resources. COURSE GOAL The goal of the NRF IEMC is to provide the knowledge, skills, and abilities necessary for State-level emergency management professionals to effectively conduct all-hazards emergency response. Overall goals include enabling participants to better: coordinated response operations with counterparts from local governments, other State governments, Federal agencies, private sector organizations, and nongovernmental agencies; make critical decisions based on an accurate common operating picture; operate in a dynamic emergency operations center (EOC) environment; manage resources; participate in short-term recovery operations. PARTICIPATION Presently EMI has funding to conduct 13 NRF IEMC programs over the next 16 months.
