NEW FISHERIES SERVICE NORTHEAST REGION DIRECTOR SELECTED

Andrew A. Rosenberg has been selected as the Northeast regional director of the National Marine Fisheries Service, Rolland Schmitten, assistant administrator of the National Marine Fisheries Service, announced today. The fisheries service is an agency of the Commerce Department's National Oceanic and Atmospheric Administration.

Rosenberg's selection is pending approval of the U.S. Office of Personnel Management Qualifications Review Board. He has been acting deputy Northeast regional director since November 1994.

"Dr. Rosenberg has the experience and expertise to lead this region during this critical time in the rebuilding of New England's natural marine resources," said Schmitten. "Andy will have a difficult job ahead of him, but he brings to the position impressive scientific and management skills and a good working relationship with the fishery management councils."

The fisheries service's Northeast region, which encompasses 11 coastal states from Maine to Virginia, manages and protects marine resources, including fisheries regulation, scientific research, and programs related to marine mammals, endangered species and marine environmental quality. The service's offices are located in Gloucester, Mass.

As the regional director, Rosenberg will manage an operating budget of approximately $44 million and be responsible for approximately 434 full-time employees who work in the Department's regional office, the Northeast regional science center and six laboratories.

As acting deputy director, Rosenberg has worked very closely with the fishing industry, fishery council members, environmental groups and recreational anglers, representing the fisheries service on both the New England and Mid-Atlantic Fishery Management Councils. He had previously served in the fisheries service as a research specialist in population dynamics and as chief of the Northeast region's research coordination section.

Rosenberg also supervised the preparation of an annual report on the status of the U.S. marine resources, Our Living Oceans, and chaired national workshops on the development of scientific methods for assessing resource status. In addition, he convened a number of independent scientific peer-reviews of fisheries service scientific advice. These reviews have been instrumental in improving the quality and perception of fisheries service science.

Before coming to the fisheries service in 1990, Rosenberg held international, public and private sector fishery and research management positions. As the deputy director and lecturer for the Renewable Resources Assessment Group at the Imperial College, London, Rosenberg recruited and supervised research professionals working on international fishery problems. In addition to his own research he was responsible for managing budgets, proposal preparation and contract reporting responsibilities.

Rosenberg received his bachelor's degree in fisheries biology from the University of Massachusetts, a master's degree in oceanography from Oregon State University, and a doctorate in biology from Dalhousie University, Canada.

He resides on Cape Cod, Mass., with his wife, Marian.
