Healthcare Inspection Gastroenterology Service Issues at the VA Southern Nevada Healthcare System Las Vegas, Nevada

The purpose of this inspection was to determine the validity of multiple allegations made by anonymous complainants regarding gastroenterology services at the VA Southern Nevada Healthcare System in Las Vegas. We made recommendations that management should: Identify all memorandums of understanding and other fee basis agreements entered into on behalf of the Government by someone other than a warranted contracting officer and if found, work to have them ratified. Ensure that the head of contracting activity and senior managers work together to identify the needs of the system, develop contract requirements, and properly award contracts to obtain necessary healthcare services. Establish a process to assure adequate inspection, maintenance, and replacement of patient care equipment. Establish controls to monitor and track all VA-owned equipment that is repaired by community vendors.

Ensure VHA policy is followed regarding notification of the supervisor and VA police when an employee recognizes Government property losses or damages. Ensure that staff are aware that fee basis services provided at non-VA facilities must be purchased through contracts awarded by a warranted contracting officer.
