Commissioner Moeller's statement on competition final rule

“It’s been nearly two years since the Commission embarked on its quest to identify issues regarding competition in organized markets. Today, I’m pleased that we have arrived at our destination. The Staff presentation has addressed the significant changes that we have made since the proposed rule was issued and I won’t repeat those points again. I would like to stress, however, that while the Final Rule is largely devoted to removing barriers to facilitate the use of demand response, efforts that I support, I believe that demand resources cannot be the only solution to meeting our energy needs.

While demand resources such as demand response and energy efficiency have a tremendous potential to reduce the electric demand on the grid, there still needs to be a physical grid constructed of steel and wire, and that infrastructure must be maintained and expanded when necessary to accommodate new load and the delivery of renewable energy. Although this Final Rule may be focused on demand resources, that is not my only focus, and it should not be the only focus of the Commission.

Let me again emphasize my support of today’s Final Rule and I’d like to thank our Staff team for their hard work over the past year. Our objective was to improve competition in organized markets and I believe that we’ve satisfied this goal.”
