Off Highway Vehicle Programmatic Agreement

Dear Interested Party:

The Pacific Southwest Region of the USDA Forest Service has finalized the Programmatic Agreement among the USDA Forest Service, Pacific Southwest Region, USDA Forest Service, Intermountain Region's Humboldt-Toiyabe National Forest, California State Historic Preservation Officer, and Advisory Council on Historic Preservation Regarding the Process for Compliance with Section 106 of the National Historic Preservation Act for Designating Motor Vehicle Routes and Managing Motorized Recreation on the National Forests in California (Motorized Recreation PA). The agreement document is designed to consider the effects on historic properties from route designation and motor vehicle recreation projects. Originally, it was referenced by the short title of the OHV PA.

Many interested parties provided comments on the draft of this agreement document. The Forest Service wishes to inform the public about how its comments were taken into consideration in finalizing the Motorized Recreation PA. Provided are two documents that detail the responses to submitted comments: Response to Comments on and Changes to the Programmatic Agreement. Also included is a list of all 76 comments received along with references as to whether they were substantive or nonsubstantive comments. The page and line references in the Response to Comments document are keyed to the draft OHV PA on which comments were based. The final Motorized Recreation PA has no line references, and the page numbers differ from the draft due to changes made; however, the stipulation and appendix numbers remain the same and can be used for cross-referencing.

Copies of all these documents – the draft OHV PA, the final Motorized Recreation PA, the Response to Comments document, and the list of comments received – may be accessed electronically by viewing them at or downloading them from the Pacific Southwest Region’s website at: http://www.fs.fed.us/r5/rwhr/ohvpa.shtml. Be advised that two of the documents are large: the draft OHV PA is 84 pages, and the final Motorized Recreation PA is 86 pages. The Forest Service wishes to thank all interested parties for taking the time to comment on how the values of historic resources will be considered when implementing motor vehicle recreation projects, including route designation. Public comments have assisted the Forest Service in preserving historic properties while accommodating motorized recreation uses.
