Archives: Fulfilling the Promise

The National Wildlife Refuge System is a promise to preserve wildlife and habitat for the benefit of all Americans.

The Fulfilling the Promise report has served as a vision for the Refuge System since 1999. The report was the product of the first-ever National Wildlife Refuge System Conference held in Keystone, Colorado in October 1998. During that conference hundreds of Fish and Wildlife Service employees, including managers from every national wildlife reufge, worked with scores of conservation organizations to outline a future for the Refuge System.

The 42 recommendations in the report, arranged in the broad categories of Wildlife and Habitat, People, and Leadership, would eventually spawn 19 action teams charged with the "leg work" of implementing those recommendations.
