  4. Project Description on Experience to Date

    1. Project Description

      1. Problem:

        Georgia's Maternal and Child Health 2005 statewide needs assessment attempted to identify the needs for prreventative and primary care services for pregnant women, mothers, infants, children; and services for CSHCN.

      2. Goals and Objectives: List up to 5 major goals and time-framed objectives per goal for the project.

        Goal 1: To ensure program access to essential policy and program information from key public health data sets relating to women, children, and families
        Objective 1: Plan, conduct, and report on the Title V Clog Grant's five-year statewide needs assessment by the end of FY 2005.
         
      3. Activities/Methodology undertaken to meet project goals:

        1. Provide funding to hire two graduate interns to conduct state specific MCH research, phone surveys, and face-to-face interviews with MCH stakeholders 2. Conduct at least 4 focus groups with communities and partners throughout the State 3. Contract for development of a needs assessment findings report Georgia’s needs assessment process was divided into five phases: 1) planning/design; 2) data gathering; 3) analysis/synthesis; 4) decision making; and 5) work plan development. In Phase 1, specific committees and teams were created to carry out the work of the needs assessment. These groups included the Steering Committee, Advisory Team, and specific work groups. In Phase 2, existing assessment materials were collected, data gaps were identified, environmental scans were conducted, processes and instruments to collect missing data were developed; and findings were organized. Phase 3 identified needs, gaps in services, barriers to services, emerging issues, and what was working well. In Phase 4, core groups of both external and internal partners reviewed the conclusions of the data findings, developed specific priorities and performance measures, reached agreement on Georgia’s response to the needs assessment, and formulated a preliminary plan within the parameters of the Block Grant guidance. In Phase 5, out-come oriented action plans will be being developed by the Family Health Branch. Much of this last phase will be completed following block grant submission

      5. Coordination: List the State, local health agencies or other organizations involved project and their roles.

        Department of Human Resources Department of Community Health Division of Public Health Georgia Campaign for Adolescent Pregnancy Prevent Georgia Chapter of the American Association of Pediatrics Rollins School of Public Health Families and Communities The participants were organized into various teams, committees, and groups to carry out specific aspects of the assessment process. These included a Steering Committee, Advisory Committee, Management Team, Core Team, and several focus groups.

      6. Evaluation : briefly describe the methods which will be used to determine whether process and outcome objectives are met.

        Conduct analysis to assure that Steering Committee, Key Informants, and focus group participants adequately reflect Georgia’s MCH stakeholders and geographic distribution Upon completion of needs assessment, survey Steering Committee as well as other key FHB staff to determine their level of satisfaction with the needs assessment process Distribute need assessment report to participants and solicit input and recommendations

      1. Experience to Date :

        Difficulties arose around the scheduling of the key informant interviews and focus groups, as many of the key informants had their own programs to manage and transportation and childcare for consumers were often a problem. Though there were several committees and work teams involved in the needs assessment process, no single individual’s time was devoted solely to the management of the project. The existence of an assessment team comprised of assessors, schedulers, analysts, and a possible consultant would have streamlined the work. In the future, the Family Health Branch may enter into an agreement with a contractor to schedule, perform, and summarize all interviews and focus groups as well as summarize and analyze all data findings.

    The Family Health Branch determined that one of its performance measures would be the degree to which MCH planning processes exhibit essential characteristics of community involvement, needs identification, strategy development and implementation. The needs assessment identified the needs for preventative and primary care services for pregnant women, mothers, children, infants; and CSHCN. The goal of the assessment was to strengthen partnerships and collaborative efforts between the Family Health Branch, other agencies and organizations, and Georgia’s MCH population. The assessment process was divided into five phases: planning; data gathering; data analysis/synthesis; decision making; and work plan development.
