Shirley Meehan, MBA, PhD, Deputy Director
Dr. Meehan began her career with the Department of Veterans Affairs in 1971 as a Presidential Management Intern in the former Veterans Administration Department of Data Management, progressing professionally as a computer systems analyst and joining HSR&D Service as part of a reorganization in 1976. Having received her bachelor's degree from the University of California at Berkeley, she continued to pursue additional part time educational and professional activities directly related to her increasingly responsible positions in the HSR&D Service. She received her MBA degree from George Washington University in 1976 (in scientific and technical policy and program management) and her PhD in 1988 in health administration, with a minor in public administration. Her studies, guest lectures, publications, and occasional teaching assistance have emphasized program evaluation, policy analysis, and translation of research into health care practice. She has been active in community and professional organizations.
