Re-review of withdrawn Presidential textual materials may be requested through the mandatory declassification review provisions of Executive Order 12958, as amended.

To make a Mandatory Review request:

  1. Download NA Form 14020

  2. Complete Sections I, II, and III

    1. Copy the information from the Document Withdrawal Record into Sections II and III.


  3. Mail the completed NA Form 14020 to the Nixon Library in Maryland

Notice to Mandatory Review Requesters

In an effort to meet the declassification requirements of Executive Order 12958, as amended, the security classified holdings of the Nixon Library that cannot be declassified on-site using agency declassification guidelines have been electronically scanned under the auspices of the Remote Archives Capture (RAC) Project.

During the RAC scanning project the backlog of Mandatory Review cases for Nixon Presidential materials increased enormously. We are now devoting significant resources to submitting cases for declassification from our backlog.

For those requests already sent to agencies for review:

Subject specialists in other agencies make the declassification decisions under the mandatory review program and the RAC Systematic Review Project. Turn-around time for their decisions varies greatly from request to request and from agency to agency. The turn-around times now could become much longer as these agencies also focus their efforts on screening their own files to meet the systematic review deadlines imposed by E.O. 12958, as amended. As we process our Mandatory Review cases using the RAC database, mandatory review requests should be processed quickly and efficiently.
