Revised Draft Environmental Assessment, City of Pass Christian Police Station Relocation Project, Harrison County, Mississippi (
The City of Pass Christian applied for FEMA funding under the Public Assistance Program for the relocation of the Pass Christian Police Department buildings, which were destroyed by Hurricane Katrina’s storm surge and high winds. In accordance with the National Environmental Policy Act (NEPA), a Draft Environmental Assessment (EA) for the proposed relocation was prepared. Subsequently, the City revised the proposed action to include the installation of a groundwater well and an underground wastewater storage tank. This Revised Draft EA has been prepared to analyze the potential environmental impacts of the revised proposed action.

Justice Center Community Temporary Housing Site, Galveston County, Texas (January 2009)
FEMA is proposing to provide emergency and temporary housing to disaster victims of Hurricane Ike under its Individual Households Program. InCAST User Manual
The Inventory Collection Tool (InCAST) helps users collect and manage local building data for more refined analyses than are possible with the national level data sets that come with HAZUS. The InCAST User's Manual provides guidance and background information to enable the user to effectively operate InCAST. FIT User Manual
The Flood Information Tool (FIT) is an ArcGIS extension designed to process user-supplied flood hazard data into the format required by the HAZUS-MH Flood Model. The FIT, when given usersupplied inputs (e.g., ground elevations, flood elevations, and floodplain boundary information), computes the extent, depth and elevation of flooding for riverine and coastal hazards.

MR3 FLood Model User Guide
The flood loss estimation methodology consists of two modules that carry out basic analytical processes: flood hazard analysis and flood loss estimation analysis. The flood hazard analysis module uses characteristics, such as frequency, discharge, and ground elevation to estimate flood depth, flood elevation, and flow velocity. The flood loss estimation module calculates physical damage and economic loss from the results of the hazard analysis. New in HAZUS-MH MR3 Flood Model: Data: Commercial data updated to Dun & Bradstreet 2006; Building valuations updated to R.S. Means 2006, and; Building counts based on census housing unit counts for RES1 (single-family dwellings) and RES2 (manufactured housing) instead of calculated building counts. MR3 Hurricane Model User Guide
The HAZUS-MH Hurricane Wind Model is an improvement over existing loss estimation models because it uses a wind hazard-load-damage-loss framework. New in HAZUS-MH MR3 Flood Model: Data: Commercial data updated to Dun & Bradstreet 2006; Building valuations updated to R.S. Means 2006, and; Building counts based on census housing unit counts for RES1 (single-family dwellings) and RES2 (manufactured housing) instead of calculated building counts. Methodology: Storms for 2004 and 2005 added to the historic storms database and updates made for several existing historic storms; Use of NOAA hurricane advisory data to model storms restored with an adjustment feature for calculating building damage and loss; New probabilistic storm set reflecting updates to the Holland pressure profile model and filling model; Updated wind field model for user-defined storms, and; New vulnerability functions to permit calculation of additional losses to manufactured housing due to tree blowdown.

HAZUS®MH MR3 Earthquake Model User Guide
The HAZUS-MH Earthquake Model provides loss estimates of damage and loss to buildings, essential facilities, transportation and utility lifelines, and population based on scenario or probabilistic earthquakes. The model addresses debris generation, fire-following, casualties, and shelter requirements. Direct losses are estimated based on physical damage to structures, contents, inventory, and building interiors. The earthquake model includes the Advanced Engineering Building Module for single- and group-building mitigation analysis. New in MR3 Earthquake Model: Data: Commercial data updated to Dun & Bradstreet 2006; Building valuations updated to R.S. Means 2006, and Building counts based on census housing unit counts for RES1 and RES2 instead of calculated building counts. Methodology: Population distribution parameters in the casualty module will be adjustable and partial ignitions have been eliminated in the fire-following module. This user guide provides guidance for using the earthquake model.

Environmental Assessment for Hidden Cove Alternative Housing Pilot Program Site, Baton Rouge, Louisiana
The purpose of this action is to provide alternative disaster housing within East Baton Rouge Parish, and other nearby southern parishes within the State of Louisiana that include long-term and permanent solutions. The need for this action is to address the housing shortages caused by the catastrophic effects of Hurricanes Katrina and Rita, and to move disaster victims from current temporary solutions (e.g., rental dwellings, manufactured housing, etc.) to permanent housing. Currently in Louisiana, 967 mobile homes, 6,112 manufactured housing, and 334 park model houses are still occupied by residents displaced by Hurricanes Katrina and Rita.
